The delay to Terrace was apparently not due to any sort of development snafu. Instead, Blizzard says that they want players "to focus on tackling these new encounters without feeling overwhelmed." With Terrace pushed back two weeks, players will now only have to learn 6 new encounters (assuming they even get through the whole raid).

This change should only really affect hardcore raiders. Terrace is only unlocked for players after they complete Heart. Blizzard says that Heart will "take the typical group some time to master," so it might take many guilds more than two weeks to complete it anyway. However, more hardcore raiders who were planning on rolling through Heart and then immediately moving onto Terrace will have to cool their heels instead.
